Discussion Draft Offers Hope
that Revenue Allocations Could Include Measures to
Facilitate Physically Active Lifestyles
(Washington, DC - March 31st,
2009) - Today, House Energy and Commerce Committee
Chairman Henry Waxman and Energy and Environment
Subcommittee Chairman Ed Markey unveiled a
600-page discussion draft outlining their plans
for comprehensive energy reform. The plan,
as it currently stands, is to have several
hearings on the discussion draft, followed shortly
thereafter by a markup so that the legislation
passes out of the Energy and Commerce Committee by
the Memorial Day recess.
The draft lacks details on what to
do with any revenues derived from auctioning
carbon credits in a system to reduce U.S.
greenhouse gas emissions. The Congressional
Budget Office has speculated that depending on the
percentage of credits sold at auction, the
revenues could be as much as $300 billion
annually. The Campaign to End Obesity hopes
that Congress will use the opportunity this
revenue presents to allocate a portion of these
funds to smart growth policies that will
facilitate physically active lifestyles.

this legislation with key offices on the Energy
