Although it is true that the adventure claims that the Fair Phyllis is a "first line battleship" and that it's accompanied by "enough support craft to take on an empire," the text is also very careful to refer to "the interstellar government" rather than to the Empire.

So it's possible that the "government" in question is actually that of an Imperial client state. And this state has bought an obsolescent hand-me-down IN battlecruiser which it *calls* a "battleship" for pride's sake.  :)

You also have to remember that this was set in Swycaffer's Presidium Of Archive universe which he based several books off of.  In that universe, the Presidium pretty much was the 3I, but much probably closer in operations to the Solomani Confederation.
