I'd have thought that was obvious, from the message you get.  However,
it's because the site had too many visits during the month.  It may be
that the site owner is on a really tight budget and can't afford a less
restrictive package.

Probably until 00:00 1 Jun 2015.  At that point the site will probably
come up and stay up until their limits are exceeded, if they are, in
June.

Rinse, repeat, for every month.
