The packets appear to be coming from the innocent satellite
subscriber's IP address.  The usual problem with spoofing a source IP
address is that you can't sustain a connection, because the return
packets go to the wrong place.  With this hack, the return packets get
broadcast over half a continent and are easily picked up without
giving away where the receiver is.

It's not theoretically foolproof, but in practice it's plenty good
enough.
