This recruitment is being held to establish an open eligible list to fill current and future Sr. Environmental Resources Specialist vacancies within the County of Orange. The eligible list established may also
be used to fill similar and lower level classifications throughout the County of Orange.
THE OPPORTUNITY
Under general supervision, the Natural Resources Information Coordinator will provide a wide range of professional support to OC Parks Natural Resources Management
& Operations Group, within the Planning and Design Division. Responsibilities of the Natural Resources Group include: planning, implementing and overseeing department-wide natural resource initiatives, programs and projects; conducting natural resources training
and advisement; reviewing plans and permits, providing quality assurance and collaborating with partners.
The Natural Resources Information Coordinator will develop and oversee multiple programs tracking and reporting environmental regulatory compliance and natural lands management activities, plan and permit reviews, and management success measures. The incumbent
will also conduct geospatial mapping, planning and analysis, perform technical data analysis and management, create and manage quality control systems and assist with development of workflows, performance measures and other natural resource strategic initiatives.
Duties and responsibilities include, but are not limited to the following:
Information System Development & Oversight
- Serve as data keeper, managing natural resources data (e.g., rare, threatened and endangered species, habitat restoration and
mitigation, weed control, etc.), retention records, Master Plans and Best Management Practices
- Integrate and manage various information systems (e.g., Calflora, California Natural Diversity Database, iNaturalist, GIS, Smartsheets,
share-drives, etc.) and tools (e.g., desktop computers, tablets, GPS units, etc.) to fully meet information collection, tracking and reporting needs
- Develop and implement data management plan for OC Comprehensive Restoration Plan
- Develop tracking and reporting tools related to performance success measures
- Develop work flows and tracking for the phases of natural resource and land management projects
- Enable real-time updates to Master Plans, natural resource plans and Best Management Practices
- Provide training for staff to use developed tools, workflows and processes
Regulatory Compliance, Tracking & Reporting
- Develop programs, systems and processes to ensure compliance with local, state, and federal laws and agreements
- Oversee regulatory compliance and reporting obligations (e.g., mitigation projects, conservation plans, easements and other
land-use agreements)
- Develop, track and report natural resource strategic goals and performance success measures
- Compile and analyze technical information for input to information systems and reporting
- Automate and track pertinent plan and permit reviews
Habitat Restoration Programs & Initiatives
- Support habitat restoration and invasive plant control programs through GIS and data analysis, summary reports, and quality assurance/control
of plant survey and treatment data through Calflora
- Collect and organize historical and current natural resource data and maintain with updated information
- Perform environmental modeling and forecasting exercises to inform natural resource decisions
- Prepare and present comprehensive oral and written reports with related data visualization products (e.g., maps, tables, charts,
graphs, story boards) and fact sheets to support natural resource management decisions and outreach efforts
- Develop processes to track and update Natural Resource Best Management Practices in Parks and associated performance success measures
- Oversee quality control for habitat restoration, weed control and mapping efforts
- Improve systems and processes to support early detection and rapid response to non-native, invasive weed issues
- Support natural resource grant applications and track completion of grant obligation activities
- Provide review and recommendations for natural resource projects, including monitoring, tracking and reporting methods
- Provide technical representation and convene working groups with partners such as Natural Communities Coalition, California State Parks,
Irvine Ranch Conservancy and UC Irvine to collaborate on natural resource programs and initiatives
- Support coordination and communication with natural resources partners
- Support development, implementation and long-term management of OC Comprehensive Restoration Plan
Contracts Management & Budgeting
- Develop natural resource-related contracts and oversee consultant and contractor work
- Coordinate associated communications, budgets, proposals, and permits for natural resource projects
