Executive Secretary of the Aquatic Nuisance Species Task Force

We are recruiting all sources for the Executive Secretary of the Aquatic Nuisance Species Task Force.  The Task Force is an intergovernmental body established by Nonindigenous Aquatic Nuisance Prevention and Control Act of 1990.  The incumbent, through the Task Force, will have the opportunity and challenge of developing and implementing an aquatic invasive species program for waters of the United States.  We’re looking for highly qualified candidates with a background in invasive species management who can build strong working partnerships with the Task Force’s 13 Federal and 13 ex-officio members, six Regional Panels, Committees, States, and many other partners.  This includes working closely with NOAA-Fisheries, who serves as co-chair to the Task Force with the U.S. Fish and Wildlife Service (Service).  The Executive Secretary must be results driven and have excellent oral and written communication skills.

 

The Executive Secretary serves in a technical staff position within the Service’s Fish and Aquatic Conservation Program.  FAC advises the Director of the Service on fish and aquatic resource related activities of national scope.  The incumbent will work under the Branch of Aquatic Invasive Species as part of a dynamic team of biologist working on invasive species issues from injurious wildlife to national policies.  They will also work closely with the Service's network of Regional AIS Coordinators positioned in each of the Service's eight regions.  The Executive Secretary will be stationed at the Service’s Head Quarters Office in Falls Church, VA, located about 10 miles outside of the Nation’s capital.

DUTIES :  Leads the development and implementation of the ballast water and hull fouling program, sets policy direction and provides policy advice to support program objectives. Coordinates, engages and leads stakeholder groups to support program objectives. Represents the State of Hawaii on ballast water and hull fouling issues at a range of forums and engages with regional aquatic invasive species working groups. Secures funding to support program needs, and effectively manages budgets and expenditure within procurement guidelines.  Develops and manages projects to completion to support policies that minimize the arrival and spread of aquatic invasive species in Hawaii vectored by vessels.  Gathers and interprets data on vessel movement and maintenance patterns, including conducting hull surveys as necessary, to support program needs.
