The state is updating its guidelines for community General Plans (see www.opr.ca.gov/s_generalplanguidelines.php). Invasive plants are mentioned in a section on water-efficient landscaping, based on San Diego County’s example. There’s another section on “Open Space for Habitat and Conservation” which mentions acquisition of lands (from City of Riverside) and maintaining habitat corridors (from City of Citrus Heights).  It would be good to have a recommendation specifying a stewardship program to manage invasive plants on open space lands. Does anyone know of a city or county that has such a recommendation? We could then ask that it be included in the General Plan guidelines, which could encourage other communities to adopt the recommendation for their jurisdiction.
