Restoration Field Operations Manager, Projects Department
The Golden Gate National Parks Conservancy is the nonprofit support partner to six of the Bay Area’s open space management agencies. These parklands add immeasurably to
the quality of life in the San Francisco Bay Area. The Parks Conservancy works with the National Park Service, the Presidio Trust, California State Parks, Marin Municipal Water District, Marin County Parks, and the Golden Gate Bridge Highway and Transportation
District to preserve and restore habitat, rehabilitate trails and trail corridors, improve facilities for park visitors, protect special status species, and build a community dedicated to conserving the parks for the future.
Position Overview:
The Parks Conservancy Restoration Technician team consists of 10+ staff working throughout the GGNRA to perform various vegetation management actions in support of Park
habitat restoration and conservation projects. The Restoration Field Operations Manager is responsible for developing the vision for and leading the direction of the Parks Conservancy’s Restoration Technician team, as well as overall team coordination and
operations management. The Restoration Field Operations Manager will work in-field with Restoration staff to provide guidance and to ensure outstanding program quality and safety at all levels. In addition, the Restoration Field Operations Manager will oversee
all administrative aspects of the Restoration Technician team, including supervision, recruitment, training, scheduling and budget-tracking for Full-time, Part-time and On-call Restoration Technician staff.
Duties and Responsibilities:
Leadership and Administration
- Actively work to create and promote a healthy and productive team organization and culture
- Sustain positive staff morale; foster and maintain positive and inclusive team dynamics
- Conduct regular staff meetings, individual evaluations and provide ongoing, constructive feedback; facilitate annual employee reviews
- Effectively recruit, hire and on-board Restoration Technician staff as needed
- Plan, design, and schedule professional development and safety trainings for staff
- Ensure restoration field staff productivity and quality of work; lead by example
- Administer crew equipment needs; be responsible for tool/equipment maintenance and procurement
- Track budget and expenditures; create and maintain team budgets and address any budgetary issues as they arise
- Be responsible for Restoration Technician workspaces and vehicles; ensure good-housekeeping and safeguarding of facilities and automobiles
- Attend all Projects Department retreats, monthly staff meetings and team workshops; represent the needs and perspective of Restoration field staff to the wider Projects Department
Staff Supervision and Management
- Supervise a 5-person Full-time Restoration Technician crew and additional On-call/Part-time Restoration Technician staff; supervise seasonal support staff as needed
- Spend time in Restoration field with staff to stay current on implementation and work quality.
- Coordinate Restoration field staff schedules and manage requests for staff time; manage staff work-day calendar including timesheet administration and time-off requests
- Facilitate clear and effective communication and outreach to site and project leads
- Reporting oversight; QA/QC of all Restoration Technician image/data collection and management
- Foster a culture of safety within the Restoration Technician team; develop and implement BMP’s for field staff; ensure adequate staff training and adherence to all Conservancy Safety SOP’s
- Ensure safe and effective herbicide storage, handling and application by all Restoration Technician staff; be responsible for Restoration field staff herbicide training, use reporting
and confirm compliance with all applicable local, state, federal and Park rules and regulations governing the use of herbicides
Ecological Restoration/Vegetation Management
- Use and maintain hand tools including pulaskis, weed wrenches, hand picks, shovels, etc.
- Use and maintain power tools including chainsaws and brush cutters.
- Possess or acquire a California Department of Pesticide Regulation Qualified Applicator Certificate.
- Mix and apply herbicides in a safe and effective manner according to all laws and regulations.
- Be familiar with all target invasive species in all life stages, and best treatment strategies
- Track work performed using CalFlora and/or Agency-supported databases, photo-monitoring and other record keeping; collect data and generate maps using GPS, GIS, and Android technology.
- Be attentive and responsible for quality of all work produced by self and other team members.
- Be responsible for the safety of self and co-workers.
Physical Requirements & Work Environment:
- Work is performed roughly 50% in an office setting, and 50% in an outdoor setting
- Outdoor duties include exposure to poison oak, ticks, and adverse conditions, including, but not limited to, exposure to sun, wind, rain, loud noise, uneven terrain, mud.
- Work is performed standing, walking, hiking and sitting at a desk.
- Work requires squatting and kneeling.
- Frequently lifts, carries, and positions objects weighing up to 50 pounds.
Qualifications:
- A college degree (or comparable field experience) in ecological restoration, invasive weed management, or a closely related field (i.e. botany, ecology, resource management, etc.).
- Two years demonstrated experience in a leadership role within the natural resource management or environmental/outdoor education field; demonstrated experience training, supervising, and
retaining staff and/or interns; demonstrated experience serving as a crew lead or similar
- Two years demonstrated experience implementing IPM-based weed management strategies to include performing control work.
- Two years demonstrated experience in on-the-ground restoration activities.
- Supervisory experience in a collaborative and inclusive environment; experience expanding equity and inclusion; demonstrated ability to manage staff with a highly collaborative approach.
- Excellent work ethic and commitment to a positive team dynamic; motivated self-starter with energy, flexibility, creativity, a sense of humor and a willingness to pitch in wherever needed.
- Ability to prioritize effectively and handle multiple projects and deadlines simultaneously.
- Familiarity with budget management, including budget preparation, tracking, decision-making, and reporting.
- Strong organizational skills, including planning and implementation of field work.
- Superior interpersonal and written communications skills.
- Professional work habits (punctual, responsive, organized, attention to detail).
- Knowledge and familiarity with S.F. Bay Area native and non-native flora.
- Competency with Google systems, Microsoft Office Suite, and Geographical Information Systems (GIS) interfaces such as ArcMap, Avenza PDF Maps, Calflora, etc.
- Demonstrated proficiency with writing and basic computer skills, knowledge and familiarity with using
- Demonstrated experience performing manual labor in inclement weather.
- Demonstrated experience with power tool use/maintenance, such as chainsaw and brushcutter preferred.
- Valid driver’s license and a clean driving record.
Compensation:
This is a full time, benefited position. Compensation for this position will be commensurate with work experience, skills, and educational background. Primary office is at Fort Mason, San Francisco, CA.
