I hope someone can help me with the bibliographic information for this publication:
Dialogue : revue d'information et de reflexion. ISSN 0257-0017. OCLC 4694149.
Started in 1967 published in Kigali, Rwanda.
Per OCLC, now published in Brussels, Belgium.

So far, so good. But recently we received 4 issues published in Kigali:
no. 179/180 (July-Dec. 2004), theme: "L'enjeu foncier au Rwanda"
no. 181/182 (Jan.-June 2006), theme: "La problematique de l'eau au Rwanda"
no. 184/185 (Jan.-May 2008), theme: "L'eglise catholique au Rwanda et la reconstruction"
no. 186 (Nov. 2008), theme: "Rwanda: les mandats d'arret internationaux"

The numbering of these issues doesn't fit with the numbering of the issues published in Brussels around the same time periods, e.g., Brussels issue no. 243 covers Apr.-June 2008. We have (off-site) earlier issues numbered 179-186 from the 1990s.The cover layout and logo match our recent Brussels issues, but the editorial committee and address are different, and the Kigali issues have beneath the title "publiee par l'ASBL Dialogue a Kigali."

There is an editorial in no. 186 (Nov. 2008) that makes it clear that the Kigali editors consider the Brussels publication a separate publication. Both Kigali and Brussels issues bear the same ISSN and claim the same continuity back to 1967 and the journal's founder.

I welcome suggestions for how to update our catalog record to explain these issues! Or should I create a new record for this new(?) Kigali-based journal Dialogue?
