OCLC's E-Serials Holdings service does not provide MARC records.

The only thing the E-Serials Holdings Service does is attach your library holdings symbol to records in WorldCat for titles you have subscriptions to, so you don't have to go in and do it yourself.  They get your holdings information from whatever serials service you use. Their website says they work with WorldCat Link Manager, EBSCO LinkSource, Serials Solutions 360 Link and the TDNet e-Resource Manager.
