At my previous institution (the University of Nevada, Reno) we discontinued the routine claiming of print issues altogether. Our rationale for that decision was laid out in this article from 2003:

I left UNR in 2007. In 2011, the librarians overseeing serials processing in that library wrote a follow-up analysis in which they concluded that “despite some minor negative impact,” on balance the benefits of this decision had outweighed the costs:

Hi Chris,

 

We also claim print periodicals although it can be a frustrating process.  Most of our titles come through EBSCO which offers online claiming capability but sometimes requires intervention by our customer service rep.  We run claims monthly in Sierra, review them to see if the publication is behind or if the publication schedule may have changed, then claim them in EBSCOnet.  We do it monthly because some publishers have a small window for claims. After claiming twice in EBSCOnet without result I will email our rep.  I would guess our success rate for claims runs around 75%.
