Assuming that you are talking about notes in your local cataloging
record, you have lots of options (As the current discussion indicates,
you would not put this type of note in a permanent cataloging record in
OCLC or RLIN, only a generic 506 field)
Philosophical matters, and technical matters.
Philosophical: Do you use "Restricted"  or "Available".
Technical matters: Your users will benefit from a description of how
access really works.  Most of ours work on IP addresses from the campus
network plus 1 local Internet Service Provider who configures our
staff/student accounts as part of the College's network.  For these, we
use the phrase "Available from the Ithaca College network"  Students
using AOL, etc., accounts can't get to them.
