You're right: such a subscription procedure is of no use to libraries. You
should explore the possibility of subscribing to it through a bundled
'database' such as ProQuest or Lexis-Nexis Academic Universe.

We have just ordered online access to the Wall Street Journal.  Access is by
password, and by only 1 person at a time.  This does not really work for
