To assess when your periodicals become outdated, one would have to know
the purpose of your library.  Is it for recent research only?  If so, you
probably would need to seek the opinions of the department heads of the
sections you listed.  If a professor is expecting a student to trace the
history of a particular law, tax rule, etc, the historical copies are
invaluable.  Have you considered other forms of storage such as film,
fiche, etc?
