And I simply don't understand why a publisher would think we would claim an
issue we actually received???

I think we can all answer that question if we really think about it.  The
librarians who have been having a fit on this list about the claiming
response practices of publishers are ethical enough to never dream of
claiming an issue we had actually received.  Then there are the "other
ones."  They would see no harm in scalping the big-money-earning publisher
for an issue that came up missing when it was time for binding the volume.
These unethical bad apples give us all a bad reputation.

Possibly there is a way our vendors could flag the known "ethical" account
that the publishers could take extra care on those claims.  Vendor account
reps know which of their clients understand the process.   When I call my
rep and tell her a claim is very urgent because "the Natives have discovered
it isn't coming" she knows she must call the publisher and start jumping on
desks.  (Med faculty and students aren't very patient :) )
