In this case I would consider it to be a major change (provided it's in
the first five words). For me it is a change in meaning, as a manual is
a completely different thing from a directory. To be quick about it,
for me a manual explains how to do something, whereas a directory is
mainly a list (of names, companies, titles, subjects, etc.), so that one
is an apple and the other is an orange.

Major (if it's in the first five words). AACR 21.2A2i) specifies the
addition or deletion (not change) of resource type words. The LCRI for
this rule (which will be incorporated in the next AACR revision) also
specifies movement of the same resource type word as also being minor.

A resource type word being changed from manual to directory (your
example)
is considered a major change as long as falls into the other major title
change categories listed in 21.2A1. (1st five words, any change of
meaning, change of corporate body in title). Hope this helps. --Steve
