Supplements can be handled in a variety of ways, depending on the nature
of the supplement and on the treatment policies of a particular
library.  Likewise, within the ISSN Network, there can be found some
variation in ISSN assignment policies to supplements.  This ISSN appears
to have been assigned by the UK ISSN Centre, probably on the request of
the publisher.  While I would prefer that cataloging practices be
influenced by ISSN assignments and practices, and that because a separate
ISSN was assigned you should catalog the supplement separately, that is
not possible or desirable for all libraries in all cases.  I would
recommend first determining what your local policy regarding this kind
of supplement is and following it.  If there is no local guidance, then
you could follow the ISSN practice and create a separate record.
