Elena and all--

  It would be a very nice world if productivity did NOT need to be a
criterion in evaluating employees.

  It does seem that using production criteria in evaluating a department
head would be difficult.  The particular tasks assigned to any given
person might lend themselves to measurement or they may not.  Sometimes
"other duties as assigned" can take a huge amount of time away from
measurable productivity for anyone!

A former employer always asked her staff to list their accomplishments for
the year as well as their goals for the coming year.  This seemed to work
for her to evaluate individuals not only on productivity but also projects
that improve workflow, etc.
