I looked at the data, and Sally's conclusions are cursory, as they
neglect to consider the age of journals when they are added to DOAJ.
Older OA journals are much more likely to be represented in DOAJ.

Here is the data on start date for journals in DOAJ in september of 2005:

The data are consistent with a constant rate of OA journal starts
since 2000 along with a lag of over a year before the journals are
recognized as meriting inclusion in DOAJ.
