I think it's all that's intended in this case.  The service at the University at Albany (referred to in the original response to the original query) provides a single copy to an external user in response to a request for a specific article from that user.  Users are limited to 3 articles of fewer than 50 pages each within a given 24-hour period.

I believe the 3-articles-per-user-per-24-hours limit is to ensure that the spirit of the copyright law is adhered to.  I don't believe Albany retains a copy of the scanned article; thus each separate request for a given article necessitates a fresh scanning of that article, as required by law.
