I went to OCLC to see what was there. There 3 records for it in OCLC:

Jean -- I'm a little confused by what you presented as the title proper as what currently appears in #60932038 is 'The literary press and magazine directory' not 'CLMP literary magazine & press directory' (as you've stated).  Looking at the three OCLC records you cite:

Directory of literary magazines
   to
The CLMP directory of literary magazines and presses

could be considered a scope change as the addition of the word 'presses' indicates that it's not only a directory of magazine, but also of publishers (although I don't see a difference in subject heading).  In any case, the title change was cataloged under pre-2002 rules (2002 rules weren't implemented until Dec. 2002) so the addition of corporate body at beginning of title would have been a major change at that time in any case.

The CLMP directory of literary magazines and presses
   to
The literary press and magazine directory

can be considered a major change under current rules.  Deletion of corporate body and movement of resource type word (directory) are minor changes, but the change in order in the first five words (specifically 'press' and 'magazine') in considered a major change.
