I have a quarterly journal with no ISSN. There is a copyright mention. I
will email the publisher to register their title with
http://www.loc.gov/issn/

Does OCLC checked for any serial, monthly, bimonthly, quarterly,
annually for magazines/periodicals with no ISSN number?

One time for another title, I find out that I didn't have to pay a
copyright fee because the magazine did not have an ISSN number. Still
correct today?
