I have the title International Law & Management Review in hand.  In
2006, the publishers of the journal added the words Brigham Young
University to the beginning of the title.  The publishers refer to their
own journal at times as Brigham Young University International Law &
Management Review, BYU International Law & Management Review, and
International Law & Management Review.  A 246 field has been added for
the variant title of Brigham Young University international law &
management review.

Here is my question:  The journal provides "cite as" instructions.
Prior to 2006, the journal said "Cite as: Int'l. L. & Mgmt. Rev."  In
2006, the instructions changed to "Cite as: BYU Int'l. L. & Mgmt. Rev."
Does the journal's own citation instructions play any role in whether a
title change has occurred?  Meaning, does the change in their own
citation instructions imply an intent to change title, and do we care if
their intent was to officially change the title?

Is this really NOT a title change?  I want to be sure I'm not missing
something.
