It changed publishers and then didn't publish anything after it changed
publishers in 2003. As you can see, they are behind by 8 years on the
cover chronology. It is not a surprise that someone decided it had
ceased publication with that much of a gap.

Ebsconet says that the title is delayed and 37:1 is expected for Dec.
2007. The OCLC record actually says "Ceased with v. 36, no. 4 in 1999?"
Note the question mark. The person who made the record didn't have all
the available information, so s/he assumed that the title had ceased.
