I did a program at NASIG in 2006 about electronic journal check-in.  The
title is Old is New Again: Using Established Workflows to Handle
Electronic Resources and can be found at

When I was at FAU we created an access database that gave a daily report
of what needed to be checked for availability.  We were only checking
things that we had a paid subscription.  I'm a very firm believer that
electronic journals need to be checked in.  There are far more places in
the work flow and set up that failure can occur.  I also think we should
be proactive in finding missing material not just wait for scattered
reports.  For every one student or faculty member that complained about
lack of access another ten probably just shrugged and skipped over the
journal.
