This morning I was handed the 2007 annual issue of The world economy.
Global Trade Policy.   We have nothing checked in of this title since
1995 and had missed the fact that it had been issued as an in-numbered
annual issue of The world economy (OCLC # 3601984) for the past decade

I've updated our record but am now trying to decide what to do with this
issue.

The OCLC record (# 33203906) was closed earlier (last edit date was
20080322) with a DtSt "u" and "uuuu"'s for the 2nd date.   Could/should
this record be reopened?

The numbering doesn't line up perfectly with the record [there is a note
on the t.p. verso indicating that this was first published as vol. 30,
iss. 10 but it does NOT contain the same articles as that issue].

I'm uncomfortable adding a new record for essentially the same title (as
33203906).

Can someone with more serials knowledge advise?
