In general I agree with JANAND's request that message-senders identify their
acronyms.    On the other hand since the lists are composed of people who
share a common interest it is easy to assume that everyone on the list shares
a common vocabulary.  That may or may not be true, especially as messages
deal with areas beyond the presumed focus of the list.

To answer the specific question that triggered this response, IFLA is the
International Federation of Library Associations and Institutions.  It has
been meeting in Moscow this week.
