Subject:      Is "Blue book" a generic title?

I agree that you should use the Rule Interpretation about uniform titles for
serials and qualify "Blue Book" by the corporate body. In a case such as this,
qualifying by Place of publication might distinguish one title from another,
but does not give any useful information about the title, in terms of helping
the patron identify the title s/he is looking for.
