GENERAL POSITION INFORMATION:

              Title: Library Technician (Serials Technician, Trainee)
                     GS-1411-5  (6215)  $17,686 - $22,996

Promotion Potential: Promotion plan to GS-7

  Position Location: Processing and Reference Section, Serial Record
                     Division, Collections Services; James Madison
                     Memorial Building

       Tour of Duty: Flexitime or Compflex

Type of Appointment: Permanent, Non-supervisory, bargaining unit
                     position

Number of Vacancies: FIVE (Subject to Congressional funding
                     authorization for fiscal 1993 beginning October
                     1, 1992)

BRIEF DESCRIPTION OF DUTIES:
Examines serial publications in the Roman, Cyrillic, and Greek
alphabets for recordation in assigned portion of the Serial Record
files and makes appropriate routing.  In progressing in the promotion
plan, additional serials processing duties are performed (e.g.,
filing, editing, Telephone Reference Service).  This position requires
working independently, efficiently and effectively with others.

MINIMUM QUALIFICATIONS:
Applicants must meet all of the requirements detailed below.

GENERAL EXPERIENCE:
Six months of general office or library clerical experience with
minimal typing skills.

SPECIALIZED EXPERIENCE:
Six months of specialized experience which must have been at the GS-4
level in the Federal service or at a comparable level of difficulty
outside the Federal service.

The specialized experience must have demonstrated the ability to
recognize bibliographic, numeric, or holdings data, and to meet
production standards. effectively with others.

PHYSICAL REQUIREMENT:  Applicants must have the ability to walk or
stand for long periods of time, and to move bundles of materials
weighing up to 25 lbs.  Applicants are required to pass the Library of
Congress physical examination prior to appointment.

EDUCATIONAL REQUIREMENTS:
Two years of college (60 semester hours or 90 quarter hours or the
equivalent)

Test Requirements:  Applicants must pass the Library's clerical test.
A COPY OF TEST RESULTS MUST BE ATTACHED TO THE APPLICATION.

SUBSTITUTIONS:
Graduation from high school plus one year of general experience plus
six months of specialized experience as described above or a
bachelor's degree may be substituted for all of the required education
and experience.

QUALITY RANKING FACTORS:
Applicants who meet the minimum qualifications requirements will be
evaluated on the basis of the Quality Ranking Factors.  Applicants are
encouraged to submit with their SF-171 a supplemental statement
addressing each Quality Ranking Factor separately.  The supplemental
statement should be prepared on plain 8 1/2 x 11 inch paper and should
briefly describe how the applicants experience, education, training,
self-development, outside activities, awards, and commendations relate
to each Quality Ranking Factor.

1. Ability to transcribe bibliographic, numeric, or holdings data
   legibly and accurately. (30%)
2. Skills necessary to search and/or use large bibliographic, numeric,
   or holdings files, and any familiarity with processing foreign
   language materials. (30%)
3. Ability to work efficiently and to meet production standards. (20%)
4. Ability to work and deal effectively with others. (20%)
