At Mississippi State University we circulate periodicals to faculty, staff
and graduate students.  However, there are some very popular titles that
are restricted to in-building use.  We seldom have problems getting issues
back from graduate students.

We circulate to faculty (3 days).  Just started the procedure this
semester since we just finished barcoding our bound volumes.  The issue of
TAs has not arisen.
