Here in the University of Kentucky Law Library, CDROMs are usually included
in 'continuations', since so many are updated.  If the title(s) are
a one time only purchase, then it is part of the monographs budget.

At the University of North Texas we have a separate category for Monographs,
Standing Orders, and Periodicals under each departmental allocation.  Almost
all of the CD-ROMs are standing orders.
