ANSI question Nancy Chaffin 03 Dec 1992 19:09 UTC
Cross posted to AUTOCAT and SERIALST. Sorry for duplicate postings. I am having some difficulty interpreting ANSI standards for Serials Holding data. Here is my situation: Evans Library has a subscription to the microform copy of Pravda (Moscow newspaper). Our run, however, is not complete. (In explaining this, I won't even attempt to type the Russian--I'll use English translations.) On the copies of the newspaper itself that we own are the following designations: No. 1 (22066) <Day of the week>, 1 <January> 1979 Pattern: No. 1 increases by one with each issue--the Dec. 31st issue is called No. 365. The Jan. 1 issue of the next year repeats the No. 1. (22066) increases by one with each issue, but continues with no breaks or repeats from one year to the next. Jan. 1, 1980 is 22430. This would be, as I understand it, an alternative numbering scheme. The dates are pretty ordinary, but in 1991, the newspaper began only 6 issues a week--no Sunday issue. We have full years 1979 - 1985, from Jan. 1 1986 - June 30, 1986, full years 1988-1990, and Jan 1 1991 - June 30, 1991. My questions: 1. We are using OCLC bib record 25791718, which lists the publisher of the microfilm as University Microfilms International (the publisher of the reels we own). This record has a 362 field which reads "Began with 9 <November?> 1917." There is a 500 note "Description based on: Jul.-Dec.1988 - July.-Dec. 1989-" and a 310 field "Daily". Since I do not have the first issue in hand, I do not know if the alternative numbering system (22066) was present on the first issue. I do know, however, that it is consistently used on the pieces I do have in hand. Do I add this information in a 515 note? If so, how should the note read? "Issues [No. 1 Jan. 1 1979]- also numbered 22066-" ? Should the 310 be changed to a 321 "Daily, 1917-1990" and the 310 read "Daily (Mon.-Sat.), 1991-"? 2. In formulating the volume holdings, how do I record the alternative numbering and the gap in ownership. I think I have two alternatives : a. 1979=22066-1985=24622 no.1 (1986:Jan. 1)=24623-no.181 (1986:June 30)=24803,1988=25353-1990=26448 no.1 (1991:Jan. 1)=26449-no.155 (1991:June 29)=26603 b. no.1 (1979:Jan. 1)=22066-no.365 (1985:Dec. 31)=24622 no.1 (1979:Jan. 1)=224623-no.181 (1986:June 30)-24803,no.1 (1988:Jan. 1)=25353-no.365 (1990:Dec. 31)=26448 no.1 (1991:Jan. 1)=26449- no.155 (1991:June 29)=26603. I'm inclined to favor the "b" method, because ANSI Z39.44, p. 18 states "When alternative numbering exists, there should be correlation between the different enumeration schemes.", but it is very "busy". Also, by indication "no.1...no.365", these actually are repeated numbers--no.1, 1979,1980,1981,1982, etc. Is this misleading? Maybe wrong? In defense of the "a" method, we condense our holdings here at Texas A&M as much as possible. Any help anyone can give me on this would be greatly appreciated. If this is too simplistic a question to post the answer on the list, please respond to me directly.
