This manual due out in May? of this year, gives the example of Alberta's reserves of gas changing to Alberta reserves of gas, and lists this situation under those not requiring a title change. I think it's fair to assume that 21.2A1.a. covers this kind of situation, even if it doesn't explicitly spell out that it does. It could even be argued that the forms are basically equivalent in that they both denote possession or identity (don't the phrases "Van Hoy's argument" and "the Van Hoy argument" convey the same essential meaning?). (I'll probably get some flak from linguists out there... :) ) Trivial title changes such as this appear to be much more cosmetic than substantive and seem *not* to suggest any real change of identity of the publication; using notes and additional access points in these cases seems to me to be the most sensible way to go.
