*****Our interpretation of the standard leads us to use the hyphen if it
does appear on the piece.  In your example above, volume 3 thru 54 would be
expressed as v.3-v.54 (caption must appear on BOTH sides of hyphen).  We
would interpret v.3-54 as volume 3-54, one single piece.  We've used the
hyphen for a lot of GPO stuff, FDLP-2 (1993:Feb.) is a very common
structure for us.  However, in most cases there is no caption to add to
the confusion, save a report series one, such as the FDLP above.

I may be stirring up muddy water here but I do need to ask:  Is
the publication 1-02 the Department of Defense Dictionary of
Military and Associated Terms?  If so, that is not a volume
number, it is the publication number to be treated like a report
number.

I do not recognized the 3-54 pub number.  JCS puts out a number
of documents and that is their way of numbering them.
