I am trying to determine whether one should include
"date of publication" or "date of copyright" in the
holdings statement for a serial title when there is
no date of coverage in the piece.

For example, the first edition of the "European
business service directory" was copyrighted in 1993.
In the piece, the phrase "first edition" appears on
t.p. and the copyright date "1993" appears on t.p.
verso.  There is no other numeric or chronological
information present in the piece.  The bib record
has "1st ed.-   " in its 362.

1) Will you include the copyright date and say
"1st ed. (1993)" in your holdings statement?

2) If the answer is yes, how do you feel about the
inconsistency in recording numeric/chronolgical
information between the bib record and the holdings?

3) Does any one know whether there will be major
changes made to the 1991 draft of the ANSI/NISO
Z39.71-19xx regarding the chronology element?

p.s. ANSI Z39.44-1986 section 4.6.2.1 and the 1991 draft
of the ANSI/NISO Z39.71-199x section 4.5.5.1(a) both say:
"When more than one type of date is present in the source,
the chronology shall be selected from the following
preferred dates, in the order listed: date of coverage,
date of publication, date of copyright ..."
