In February of 1993 at Midwinter we discussed, at the ALCTS Committee to
Study Serials Cataloging, problems involving uniform
titles for serials, especially when LCRI's prescribe corporate body
qualifier in situations when two serials with identical titles are published
in the same place. I was able to identify,for the presentation that I gave at
Committee meeting, a number of CONSER records,
NSDP basic records, mostly, that seemed to ignore the provision of corporate
body qualifier and used place and date, "in the interest of cataloging
efficiency", apparently following rules for key title.

I know there has been a lot of discussion of implementing
a modified RI, but in the meantime,
my question for the core record proposal is, will 130's be formulated according
to the present LCRI 25.5B, or will they be formulated following other guide-
lines, and which?

I would like to see,also,some mechanism for authorized institutions to upgrade
Core records, even with only certain fields involved, maybe like OCLC's Enhance
program for monographs and other formats.
