Subject: first-class reimbursement

A serials librarian participating in an exchange program just sent me
the note below, pertaining to reimbursement for a duplicate issue she's
sending me.  I'm going to go ahead and send her $2.90 in stamps, but I don't
really know what to suggest and was hoping some of you might have some ideas.
Clearly enough, a single issue of JAMA should not cost $2.90 to send
LIBRARY or PRINTED MATTER RATE.  But it seems high even at FIRST CLASS,
to me.  Anyone have mail room experience or expertise to share?  If so,

Ronnie,
Our mail clerk told me the cost of sending that one issue of JAMA to you
at 4th class was $2.90.  That sounds a little "much" to me for 4th class.
If you care to take the time to have your person verify the correct cost,
I will be glad to accept that amount in postage.  Can you offer any tips
on how I can help our mail clerk with these such packages when I ask her
to mail them out because it seem to me that she must be sending them 1st
class.  Thanks for any suggestions you can offer.  I think we have a
"scale" problem.
