You have 2 categories, current unbound and bound.  Does your library bind
incomplete volumes?  Or does it wait to fill-in missing issues before
binding?  If you don't bind incomplete where will you put noncurrent
incomplete loose issues?

I once worked in a library with split shelving.  We had a section for current
popular titles (Time, Newsweek, etc) a section for current unbound
periodicals, and a section for noncurrent periodicals.  There were constant
problems to patrons and student shelvers, where the could find an issue and
where an issue needed to be shelved.  That library finally went to a strict
alphabetical arrangement for all titles (although they kept the area for the
current more newstandy titles and newspapers).

I now work at a library with closed stacks.

Good luck on your rearrangement.  Getting input from the listserv is good,
you are being circumspect.  And why I don't want to sound pessimistic, I
wouldn't be surprised if you encountered problems and complaints with
whatever way you decide to go.
