I have checked ours and found that there is indeed a no. 6 to volume 31.
We received ours in August 95.  We have a note to say to expect 6 issues
now.  The publisher must have decided to go from 4 to 6 issues.

            We have received Journal of Development Studies, v.31no.6 and
we are even further than you from the source of supply. The journal is
definitely bimonthly.Vol.31no.6 is for August 1995 and it arrived at our
Library on the 18th of that month. Do get back to your agent!

According to the subtitle of the description of vol. 17, nr. 1 (Oct. 1980):
"a quarterly journal devoted to economic, political and social development"
this journal is published 4x a year.

Although of vol. 31, we received 6 numbers and the last number was
your missing vol. 31, nr. 6 (Aug. 1995).
