I'm sorry, I don't know this journal, but I know that the Japanese word
for national is "zenkoku". I'll try to describe the characters for this
word: they are both like capital I's with a slash through the middle, but
the first 'I' will have a peaked roof over it, and the second 'I' will be
enclosed in a box. If that's in the Japanese title, then "National" would
be the correct version.
BTW, Shimonoseki is a city in Yamaguchi prefecture, and I believe it does
have a university.
