I hope someone out there in serial land can assist me on this one.

We receive: Clement's encyclopedia of world governments
             OCLC#2811397
            Clement's International Report/OCLC#2811479

This year or rather 1995, Clement's added Cities around the world and
United States relations with china.  These are dividers in a notebook to
include the Int'l report and the quarterly supplements to the encyclopedia.

A different OCLC record for this setup:
        Clements' encyclopedia of world governments: reference  service
on the independent countries of the world/OCLC#34639291

Questions: Are these all concurrent publications?(787s)
           Is the Int'l report being superseded by the independent countries?
           Is the seven part reference service a new title all together?
           or some other permutation??

Any thoughts would be appreciated.
