At UNO we too have given up on not binding til complete.  We bind the
volume with a note on spine, "Lacks #2". We do the same in the item record
for the volume, identifying what issue[s] we lack.  Works pretty well.

Valarie,

The University of Central Arkansas does bind incomplete volumes as we
do not have the funds to replace missing issues.  We write on the
inside front cover of the bound volume which issue is missing and we
add a note to our holdings statement in our OPAC.

Hi Valarie!

We 'home-bind' our incomplete vols using the Togic binder.  This at least
keeps what issues we have together. I note on the last line of the label I
make that the vol. is 'incomplete' Not marvelous but it works.

I find that duplicate exchange is a great vehicle for getting missing
issues.  For the price of postage, you've got the issue.
