     Not personally having the item in hand, this is the best I can do . I
     hope it is of help to you.

     OCLC Bibliographic Formats and Standards states that the following
     differences do not justify a new record:

45. |a. |n, |p :Absence presence, or difference in bracketed information,
capitalization, diacritics, elipses, initial articles, punctuation, or special
characters.
                Variation resulting from difference in choice of chief source
of information.

                Variation resulting from difference in selection of title
proper(e.g., Keats' poetry vs. Poetry).
                Variation in length resulting from judgment of what constitutes
the title proper(e.g., a difference in the placement of subfield |b).
                Absence, presence, or difference in expanded forms of
non-English abbreviations, numerals, etc.

A title change(see AACR2 1988 rev., rule 21.2A) among parts of a multipart item
or as a result of a looseleaf publication being updated does NOT justify a new
record. For serial title changes, use the criteria under "Serials".

Specific differences in the wording of the title proper(other than those noted
above) justify a new record.

cataloging public meeting notices for a State Agency.  From 1985 it had
the title "Notice of Meeting" but in 1994 they changed the title to
"Notice of Public Meeting".  I can't find any way to justify not creating
a new record for the title change, but I really want to avoid it because
I feel that I am doing a disservice to our patrons if I split it into 2
records. (Our reference staff won't be to thrilled either, but that's
another story).

Is there any way to make this easy and still be within the rules or do I
have to create a new record?
