Yes, they can and do.  Several of my colleagues are slogging away at
various advanced degrees one course at a time.  Librarians at UH are
faculty members, have faculty status, belong to the same professional
union as teaching faculty, and must undergo the same tenure and promotion
procedures as all other faculty.  The highest rank here, Librarian V,
e.g., requires a Ph. D. as a minimum qualification, and several of our
librarians are Ph. Ds.

Hi--Librarians at this institution can and do work on additional
degrees both masters and doctorial. We do not have faculty status nor
will ever as far as I can see. It has not been uncommon for our
librarians to have several degrees.  We also have a very liberal tutition
benefits.

We have faculty status, and we may take any courses we wish, tuition-free
(although we are taxed on the tuition, per new tax law).  Our college has
no Ph.D. programs, just master's programs, and the choice is rather
limited.
