Jean,

I handle the ~2000 subscriptions for our library.  I have definitely
seen an increase in claims and the time to settle them.  This year
especially, since Elsevier decentralized their operations.  They used
to be the most reliable publisher, now one never knows.

I have a serious belief that when a publisher receives a claim notice
it goes in the trash can.  Only when our vendors get on the phone and
complain do I get what I've claimed.
