Good Morning Mitch!  On Sept. 12, 1997 I posted a very similiar
question to yours about West Africa.  I received 13 responses.

Of the 13 responding :

3 libraries (2 domestic, 1 international) were receiving current
issues
1 library vendor (Swets) was receiving current issues
1 library had received through no.4139 (3-9 March 1997)
8 libraries had not received issues dated past Dec. 1996 or Jan. 1997

The subject of my post was "West Africa" and I think most of the
replies came through Serialst if you want to check the archives for
full-text.  The reply from Jean Lenville was particularly insightful.

This title is still current.  The last issue we received was issue 4167 (Sept.
22, 1997).

Subject:      WEST AFRICA

One Answer:  Blackwell's Periodical Division (England) handles our
library's subscription. Since September 1996 I, too, have not received any
issues. I received a call from Blackwell's on 9/25/97 regarding my
multiple claims and their multiple attempts to reconcile the problem.

Repeated faxes, correspondence, and calls by Blackwell's to the publisher
have proved frustrating and unproductive - "we have talked to several
employees of WEST AFRICA and received a variety of responses, none of
which resolved the problem. Blackwell's was told that WEST AFRICA will not
be shipped to the U.S. (however copies are on U.S. newsstands!)".

For their customers Blackwell's has gone the extra mile. They are now
having their customer's copies of WEST AFRICA drop shipped to their office
so they can forward them to us (the desperate and complaining). I am to
received all available 1997 issues to date (maybe 2-3 are at present not
available).  Blackwell's is continuing to try to have our needed 1996
issues drop shipped also.

Blackwell's has literally been inudated with boxes of WEST AFRICA issues
and has been working well into the evenings sorting and preparing their
customer shipments. (The issues were sent to them in no discernable order,
so first they had to be sorted by date and then by customer needs.) I, for
one, am impressed that a company who does not do "drop ships", is taking
this extraordinary step on behalf of their customers.

Well, there you have it - another chapter in the WEST AFRICA sage.  Please
be aware that the above information is my recollection and interpretation
of the conversation I had with Blackwell's representative, so I am
responsible for any faulty information.
