  I read your message but I would like a little clarification:
What exactly do you mean by "a major journal shift"?
  Are you shifting from your vendor/jobber to another?
  Or are you moving your collection from one building to another?
  Or are you changinging from Dewey or title shelving to LC
classification?

  If you are merely changing from one vendor/supplier to another, the
better ones will handle those changes for you.

 If you are talking about moving the collection from one location to
another, I would recommend writing an RFP (Request for Proposal,
or Request for Punishment ;-) and sending it out to bid.  In doing so, I
recommend that you specify every detail of what you want done, not merely,
"move the books from A to B" (how many volumes, if you want them dusted
off at the same time, do you want bar codes added as long as they are
being handled?, do an inventory at the same time?, new book labels?, etc.)
