If you are looking for reviews of integrated library systems, Library
Technology Reports publishes reviews to these.  Check the Jan./Feb. 1996
and Jan./Feb. 1997 issues (V. 32 and V. 33 No. 1).  The Jan./Feb. 1998
issue has some articles under the heading "Model Technology Plans for
Libraries" which may be helpful. (That's V. 34 No. 1 p. 5)  I'll bet you
can get these through interlibrary loan.
