According to a web site for the NECLC (
http://www.corliss-lamont.org/neclc.htm ), that committee merged in
November 1997 with the "Center for Constitutional Rights" (CCR) whose
address is given as 666 Broadway, New York, NY 10012, or email
CCR@igc.apc.org

It may be useful to contact them, concerning the Bill of Rights Journal.
There is a graphic of the journal cover (Winter 1997) at the web site,
but no other information concerning it.
