In response to Sherry, we have occasionally had to rebind a volume because
the missing issue showed up later, but about half the time, the bindery is
unable to do the rebind due to margins.  If the missing issue goes at the
beginning or end of the bound volume, it is much easier for our bindery to
rebind.  I suppose, if the issues have a lot of margin and/or the missing
issue is from the beginning or end, there is less risk in binding
incomplete.  Labor and binding costs is minimal (in our case) compared to
the inconvenience of having unbound issues disappearing from the shelf.  By
the way, we keep volumes that go with the incompletes that we are ordering
in our department in Acquisitions.  If a patron is looking for a title,
reference usually checks with us to see if we have it here.  We then allow
that patron access to those issues we are holding.

I would be interested in whether the rest of you think it would be much
more professional to bind incompletely right away, then rebind again when
missing issues are located, thus incurring double labor and binding costs.
I feel like I am constantly between a rock and a hard place on this
question.
